Also in attendance were Streets/Maintenance Supt. Reimer and Chief Beachler.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:08pm. In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Randle, Arnold, Whaley, Sheckler and Kingsley (Randle attended via telephone). Also in attendance were Streets/Maintenance Supt. Mayor Rudd presented to the Board that JW Remodeling has not complied with contract to install hall doors? Discussion followed. Board agreed to have Village Attorney to send letter requesting 1st installment monies be returned and Supt. Reimer is to get quotes from other companies to get doors installed.

Trustee Arnold brought to the table discussion on IPWMAN (Illinois Public Works Mutual Aid Network). Discussion followed. Clerk Stetler to investigate if Glasford has previously had an agreement with IPWMAN.

Trustee Arnold brought to the table discussion on Cures Act expenditures and next steps. Discussion followed.

Trustee Arnold brought to the table discussion on the topics of "Business District" and "Tax Increment Financing". Discussion followed.

Clerk Stetler asked of the Board if mowing of Village grounds is to be put out for bids for the 2021 mowing season. Discussion followed.

Trustee Whaley brought to the table discussion and approval for sidewalk and parking spaces on north end of hall projects for 2021. Discussion followed. Supt. Reimer to get bids from companies for sidewalk project and present at March 18, 2021 meeting.

Supt. Reimer brought to the table discussion for purchasing of new maintenance truck. Discussion followed. Reimer to bring quotes and/or more information for a new one-ton truck to March 18, 2021 meeting.

VILLAGE OF GLASFORD MINUTES

MARCH 18, 2021

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm. In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Randle, Arnold, Whaley, Sheckler and Kingsley. Trustee Kingsley attended via telephone. Also in attendance were Streets/Maintenance Supt. Reimer; Chief Beachler; Bob Hartman and Zach Hartman.

Bob Hartman presented to the Board his request for a fence permit at 109 S. Fahnestock Street. Discussion followed. Board agreed that Mr. Hartman was to locate his property pins, his permit will be approved.

Motion for approval to purchase of 407 S. Hickory Street for $5,000.00; and approval for Village attorneys to prepare purchase agreement, warranty deed and other transfer documents necessary to complete the transfer; and approval for Mayor Rudd to execute documents related to purchase of said property, made by Kingsley, 2nd by Sheckler. Mayor Rudd informed Board of the status on JW Remodeling issue. Discussion followed.

Trustee Arnold presented information from Casey Peterson & Chris Setti of Rural Outreach and Development with Greater Peoria Economic Development Council sent information about American Rescue Plan. Discussion followed.

Clerk presented Harris Services proposal for mowing at $150.00/week. Discussion followed. Board accepted the proposal.

Trustee Allen presented to the Randy Voss request for permission to future build of garage along the alley way located to the east of his property at 305 E. Fifth Street. Discussion followed. Board agreed that once Mr. Voss has his property surveyed, then decisions could be made regarding the request.

Motion for approval of 5.1.20 to 4.30.21 Motor Fuel Expenditure Resolution in the amount of $15,200.12, made by Allen, 2nd by Whaley. Roll call: ALLEN AYE; RANDLE AYE; ARNOLD AYE; WHALEY AYE; SHECKLER AYE; KINGSLEY AYE. Motion carried.

Motion for approval of 5.1.21 to 4.30.22 Motor Fuel Estimate of Maintenance Costs for upcoming fiscal year in the amount of $97,224.75 ($22,451.28 will be from the Rebuild IL Revenue) made by Allen, 2nd by Sheckler. Motion for approval to extend S. Walnut Street sidewalk project to Fifth Street for 2021 summer sidewalk program, made by Whaley, 2nd by Sheckler. Roll call: ALLEN AYE; RANDLE AYE; ARNOLD AYE; WHALEY AYE; SHECKLER AYE; KINGSLEY AYE. Motion carried.

Supt. Reimer request Board approval for tree cutting at 204 S. Glasford Road from Bull s Tree Service $1700.00 along north side of property line. Discussion followed. Request approved.

Supt. Reimer requested Board approval to purchase 2021 Ford F-550 truck from Matteson Auto Mall. Standard package $32,247.00, add-ons will cost extra. Discussion followed. Reimer to decide on what add-ons are to be considered for the truck and report back at April 15, 2021 board meeting.

VILLAGE OF GLASFORD MINUTES

APRIL 15, 2021

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm. In attendance were Mayor Rudd, Trustees Allen, Randle, Arnold, Whaley, and Kingsley. Trustee Sheckler and Clerk Stetler were absent. Trustee Randle took minutes due to Clerk Stetler s absence. Also in attendance were Streets/Maintenance Supt. Reimer; Chief Beachler; and Nanette Rudd.

Motion to approve the March 18, 2021 minutes made by Kingsley, 2nd by Allen. Roll call: ALLEN AYE; RANDLE AYE; ARNOLD AYE; WHALEY AYE; KINGSLEY AYE. Motion carried.

Nanette Rudd informed the Board that there will be a car show on August 1, 2021; Riders for TaTas on July 17, 2021; and a bike show with band on August 31, 2021. Discussion followed.

Supt. Reimer presented to Board the quote for Village Hall doors from SNS Construction at $9200.00. Discussion followed. Discussion followed.

Supt. Reimer presented to Board quote for demolition of 407 S. Hickory Street. Discussion followed. Board decided to matter on hold until Supt. Reimer can get quote from Tim Woodley and present at future meeting.

Supt. Reimer requested approval to contact Trey Verardo for sidewalk estimates. Discussion followed. Supt. Reimer to get estimate and report back at future meeting.

Supt. Reimer informed Board that Travis Winter could do the stump removal at 204 S. Glasford Road for $1000.00. Discussion followed and matter to be accepted at May 20, 2021 meeting.

Discussion regarding the use of metal storage containers as storage sheds in the Village limits. Inform Village attorney of changes to made to Village Code that metal storage containers are prohibited.

The regularly scheduled meeting of the Village Board of Glasford was convened at 7:00pm. In attendance were Mayor Rudd, Clerk Stetler, Trustees Allen, Arnold, Whaley and Kingsley. Trustees Randle and Sheckler attended meeting via telephone. Also in attendance were Streets/Maintenance Supt. Reimer; Chief Beachler; Officer Garner; Nanette Rudd; Brian Knott and Jack Swanson.

Nanette Rudd requested permission to close off part of Oak Street on May 29, 2021 for wedding reception. Discussion followed. Permission granted, providing that area is roped off and no alcohol outside the roped area.

Brian Knott demanded of Board to vote on having metal shipping container at 108 E. Main Street. Discussion followed. Motion to deny Knott s request for metal shipping container, made by Kingsley, 2nd by Randle (via telephone). Brian Knott asked Board why the denial and Knott read definition of a structure and accessory building from the Village Zoning Ord. 66-3. Discussion followed. Knott feels that a metal shipping container meets requirements of zoning ordinance, however, the Board disagreed.

Brian Knott then presented Board with a building permit application for metal shipping container as an accessory building at 108 E. Main Street. Discussion followed. No vote taken on the building permit application.

Brian Knott then asked the Board why he has not been served a citation for the metal storage container as per the letter sent from the Village of Glasford in May of 2020. Discussion followed.

Brian Knott then asked the Board to serve a citation upon him, so that this matter could be heard by a judge. Discussion followed. Chief Beachler invoked his refusal to serve citation upon Mr. Knott.
